One of the most popular game, developed outside from Bethesda was Obsidian Entertainment's Fallout: New Vegas. Since then the company hasn't worked with another outside developer and according to Todd Howard that isn't changing.

In an interview with The Guardian, Todd Howard, Game Director at Bethesda Game Studios, said that 

“I wouldn’t say never, [but] now that our company is so big, it’s always better to keep stuff internal … it becomes less likely, but I could never say never. I thought the Obsidian guys did a fabulous job.”

Howard stated that the company has grown significantly since then with three different branches in Rockville, Austin, and Montreal with 400 people employed in total. This has allowed the company to work on several titles such as Starfield, The Elder Scrolls VI, The Elder Scrolls: Blades, and Fallout 76.

Perhaps the company might change their mind in the future but keeping development within the company has its advantages such as lower cost and better monitoring.
