The skills that Charlie possesses are not much of a mystery. Both of her abilities are one-target attacks; however, one of them delivers more mental damage if she is wearing buffs, while the other one deals more mental damage if her health is more than 80 percent. 

The wonderful thing about her is that after Insight 3, she has the ability to boost "permanently" if her health is above fifty percent. She receives a damage boost bonus at the beginning of the turn of the turn. It is possible that she will receive damage mitigation buffs if the speed is slower than that.

It is, therefore, not necessary for her to rely on other people, nor is it necessary for her to make use of any boost skills in order to activate her initial skill condition. At this point, her ultimate ability is a Mass Attack that also dispels all foes' buffs before the damage is dealt.
