How to Unlock Matthew Perry
If you want Matthew Perry to be your friend, you have to finish his second bond task, "Test of Friendship." However, accessing this mission requires completing several prerequisite missions in a specific sequence.
First, you must complete the "Follow Your Blade Twin" ronin mission, which is part of the main story progression.

After completing this story mission, you need to complete another bond mission called "Black Jewel" from Marcus Samuel. This intermediate bond mission serves as a gateway to Perry's recruitment chain.
You can meet Perry in the grand house of Yokohama after you finish both of the tasks that are needed first. You will have the chance to accept his "Test of Friendship" bond task at this meeting.
