Here is a guide on how to unlock the best skills early in The Precinct.

In the precinct, as you are playing, you're arresting people, you're pinning offenses on them, you're going to be earning XP doing your shifts and everything. When you level up, you are going to be given an upgrade point or a skill point.

The Four Skill Categories

There are four categories you've got: physical, combat, policing, and vehicle.

Vehicle Skills

The vehicle will be decent by the time you reach the second tier. You can unlock commandeering, allowing you to steal or borrow other people's cars. However, if your tires get shot out, they will reinflate themselves.

Policing Skills

Under policing, you're going to be able to improve the radius of your callouts. You're going to be able to get roadblocks, and you'll eventually get the riot van.

Combat Skills

Combat, you're going to get extra ammo. Melee attacks are going to deal less damage to you.

Physical Skills

Physical is going to be all about your health and your stamina.

Recommended Priority Order

What you should do when you first start playing this game is focus on the physical. Combat can be decent, at least for the very first skill point in each of these upgrade trees. Combat's decent because you get extra ammo. Policing, the first point, is not particularly effective. 

When you're in a police pursuit, you don't often need that third point because you would wait until you build up two points, use those two points, and call in either cruiser backup, officer backup for one point, or even helicopter assistance.

Vehicle doesn't matter if your vehicle's being shot at, really. It's not going to make a massive difference in lowering the damage you're taking to your car early in the game.

Why Physical Skills Are Critical

Your physical, when it comes to your health and your stamina, they are essential in this game. When you first start playing your first hour or so, you'll think, "Okay, this game's going to be really, really easy". 

Then, out of nowhere, it's like a significant difficulty spike as you make more progress in the game. You start taking down the leaders of the gangs.

Specific Physical Skill Recommendations

What you should do is take your very first two points and slap an extra 50% health on your character. 

Additionally, it's up to you whether you prefer the timed breathability feature. The recommendation would be to go with the extra stamina capacity. 

That timed breath all it does is when you're running out of stamina - it is beneficial - but when you're running out of stamina, you'll have this bar that goes across your stamina bar, and if you time it correctly and you hit on an Xbox controller you hit Y when that bar is in your remaining stamina, you're going to get a little bit of an energy boost sort of thing.

You're going to be doing a lot of on-foot patrols, you're going to be chasing a load of people down on foot, so your stamina is really, really important. As you're making progress with the gangs, you're going to have a lot more people shooting at you. 

There are going to be random crimes you could come across in the street where someone pulls out a gun really quickly, so your health and your stamina are very, very important.

Finally...

The recommendation is to leave vehicle and policing until you've gained a few levels. You should focus on getting the extra ammo for your weapons through combat, and you should definitely concentrate 100% on at least putting two points into physical before anything else to get a buff to your stamina and to your health.
