Europa Universalis IV is a grand strategy game with many things to do and consider, from wars and conquest to handling rebellions and the economy. All of it is quite fun. However, sometimes you are playing very casually or just want to mess around. Whatever the reason, a little help goes a long way in making that happen.
It should be noted that using console commands might have unintended effects on your game. These can range from commands not working to your game crashing. For this reason, you should always save your game before using a command. Some commands also affect AI and might just end up giving them a bigger boost. For this reason, you should also keep the game paused at all times when using console commands.
It should also be noted that most of these console commands that are implied to be toggleable can be turned off or on by just using it again. You can also easily repeat previous commands by pressing the up and down arrow keys to get previously posted commands.
Most of these console commands can affect other nations if you add the tag of that nation at the end. You should also understand that these are not cheat codes and cannot be used for Iron Man difficulty or multiplayer. So it can't be used to get achievements.
How to Open the Console in Europa Universalis IV?
To open the console, you need to press the tilde key. This is the key that is usually above the Tab key or below the Esc key. It has a ~ and ` symbol on it. If you can't find it or don't have a tilde key, use the §, ~, \, `, "keys. The actual key varies based on your keyboard layout.
Console Commands
Money: Typing 'cash' will give you 5000 ducats. You can also insert a number to specify the value. Additionally, adding the country tag after the number will give that country the amount as well.
Manpower: Typing 'manpower' will give you extra manpower, it is in the increments of thousands and you need to specify the amount. So, typing 'manpower 20' will give you 20,000 men.
Prestige: Typing 'prestige' gives you 5 prestige; again, specifying an amount lets you control how much you get.
Legitimacy: Typing 'legitimacy' and adding a number will change the legitimacy of the current ruler.
Power: Typing in 'adm', 'dip' and 'mil' gives administrative power, diplomatic power, and military power, respectively. If a number is not specified, you get 999 of that power. Additionally, typing 'powerpoints' gives you the maximum in all powers, including monarch points.
Diplomacy: Typing 'yesman' can toggle the AI diplomacy off or on, basically making them always accept deals.
Fog of War: Typing 'fow' toggles the fog of war.
Terra Incognita: Typing 'ti' will toggle the unexplored locations on the map
Debug mode: Typing in 'debug_mode' will show you the ID and country tag of the provinces.
Splendor: Typing in 'splendor' gives you a certain amount of splendor
Assimilation: Typing in 'assimilate' followed by the province ID will transfer the ownership of that province to you while giving you a core, removing any other core on it, and setting its culture and religion to be the same as yours.
Absolutism: When it comes to the age of absolution, you can type 'absolutism' followed by an amount to give you that amount of absolutism.
Claim: Typing 'add_claim' followed by a province number gives you a claim to that province. Typing 'remove_claim' followed by a province ID will remove your claim on that province.
Colonist: Typing 'add_colonist' gives you a colonist to use
Consort: Typing 'add_consort' gives you a consort. Consorts are a feature of the 'Rights of Man' DLC
Cores: Typing 'add_core' followed by a province ID gives you a core on that province. Typing 'remove_core' followed by a province ID will remove your core in that province.
Heirs: Typing 'add_heir' gives you a new one, killing the old one.
Local Autonomy: Typing 'add_local_autonomy' lets you change the autonomy of a province. You need to add the province ID and amount afterward. You can also use a negative number to decrease it.
Loyalty: Typing 'add_loyalty' followed by the estate ID and amount gives you loyalty to that specific estate. The Estate IDs for common estates are:

Missionary: Typing 'add_lmissionary' changes the number of missionaries you have to 1
Opinion: Typing 'add_opinion' followed by two tags will add opinion. The first tag is who is improving the opinion, and the second is the one whose opinion is improving.
Permanent Claim: This one is not too relevant, but if normal claims keep expiring, typing 'add_permanent_claim' followed by the province ID adds a permanent claim on that province.
Prosperity: Typing 'add_prosperity' followed by a number will add prosperity to that province.
Admirals: Typing 'admiral' followed by 4 numbers after spaces will add a new admiral. The numbers represent the fire, shock, maneuver, and siege, respectively. The code will look like:
- admiral 2 4 4 4; making an admiral with fire 2, shock 4, maneuver 4 and siege 4.
Age: Typing 'age_heir' and 'age_ruler' will let you change the age of your heir and ruler.
AI: Typing in 'ai' will turn the ai on and off.
Annex: Typing in 'annex' will let you annex a specific country based on the tag. If you type 'annex_all', you will annex every country. This is a bad idea for lower-end computers.
Religion: You can change the religion of a specific province by typing 'change_religion' followed by the province ID and religion you want to change it into. If you don't put in the religion, the game automatically makes the province your nation's religion. The codes for these religions are:

Colonization: Typing 'colonize' followed by the province ID immediately colonizes and cores an unsettled province. You also gain prestige. However, the colony retains its culture and religion.
Killing Rulers: Typing 'die' will kill your ruler. Appending it with another tag kills the ruler of that nation.
Institutions: Typing in 'embrace' followed by the province ID will let you embrace all institutions. Typing an institution's name afterward will let you embrace that specific institution. The institution names are:
- Feudalism: feudalism

- Printing Press: printing_press
- Global Trade: global_trade
- Manufactories: manufactories
- Enlightenment: enlightenment
- Industrialization: industrialization
Spies: Typing 'epicfail' followed by the tag will make all spies of a target country fail.
Exhaustion: Typing in 'exhaust' followed by an amount will add war exhaustion.
Commands in-game: Typing help will print out all the console commands in the console. Adding the name of a console command will give a short description of that specific console command.
Inflation: Typing 'inflation' followed by a number changes the inflation of your country. Using a negative number will decrease it.
Imperial Authority: Useful for the Holy Roman Empire, typing 'imperial_authority' will add a specific amount of imperial authority to the current emperor. The default is 6.
Revolts: Typing 'norevolts' will toggle revolts
Piety: For Muslim religions, typing 'peity' followed by an amount adds that amount of piety.
Reformation: Typing 'reform' followed by a province will begin the protestant reformation in that province.
Government Reform: Typing 'reformprogress' followed by an amount will add that amount of government reform progress.
Reloading: For modding, typing 'reload' followed by a file name will reload that .gui or .lua file. Additionally, typing 'reload_[map]' will reload that map file.
