You can find the Scarlet Keep strike in Destiny 2: Monument of Triumph DLC by opening your Director, selecting destinations, and clicking on the Moon. It is directly on the planetary map. 

Access to this specific strike is mandatory if you are chasing the new Cull's Shadow exotic weapon, as you must perform a special task inside the activity to progress your quest.

If the strike is missing from your map, you must play through the Shadowkeep legacy campaign until it unlocks.

Starting the Campaign

To begin your progression, land on the Moon and launch the introductory campaign mission called A Mysterious Disturbance. After finishing this battle, follow the map marker to talk to Eris Morn at the sanctuary camp.

She will hand you a quest step to investigate unusual hive actions near the fortress, which spawns a new mission marker directly on your map. Launch this mission, eliminate the hostile forces in the area, and gather the Runed Tablets they drop 

Completing the Essence of Despair

Return to the sanctuary landing zone after gathering the tablets and speak with Eris Morn again to receive the Essence of Despair quest. To cleanse this item, you need to stay on the Moon and complete local world activities in Destiny 2: Monument of Triumph DLC.

Running public events will grant you a massive chunk of progress. You can also pick up patrols by pulling out your Ghost and walking toward the star-shaped icons on your screen.

Running lost sectors is another fast way to build your progress bar, which are marked on the map by arched symbols. You can dive into any of the four locations on the destination, including K1 Communion, K1 Logistics, K1 Crew Quarters, or K1 Revelation.

Finalizing the Unlock

Once your activity progress bar hits 100%, head back to Eris Morn to turn in the quest and receive a piece of armor in Destiny 2: Monument of Triumph DLC.

This unlocks a straightforward follow-up mission located near the Anchor of Light region. Ride over to the zone, finish the mission objectives, and make one final trip back to talk to Eris Morn. She will officially add the Scarlet Keep strike to your planetary map.

You must launch and complete this strike normally at least once before you attempt any steps for your exotic weapon.

Trying to trigger the hidden tasks for the Cull's Shadow quest during your very first campaign run will fail to progress the mission in Destiny 2: Monument of Triumph DLC.
