Persona 3 Reload starts with a basic Outfit, which you can change by doing certain things; this guide will show you how to get every outfit in the game.

Outfits for S.E.E.S.

After June 13th, everyone will be able to access the S.E.E.S. uniforms.

Winter Outfits

Complete Elizabeth's tenth request, which is to bring her a bowl of meat while wearing male winter uniforms.
Get the Fanbook at the Aohige Strip Mall's Net Café.
To become a member, run the software on the dorm's shared computer.
To finish the request, buy a beef bowl from the restaurant and deliver it to Elizabeth.
Winter Uniforms for Women
Fulfill Elizabeth's seventeenth request, which is to combine the abilities of Mazio and Oberon.
Combine Archangel and Silky. Only one level-up is necessary because Oberon will learn Mazio on its own at level 17.

Male Winter Clothes Winter Garb:

Finish fusing Mithras at level 26 or above, per Elizabeth's request #45.
You can make use of Tam Lin and Jack-o'-Lantern.
This ensemble will serve as the protagonist's Dark Jacket.
Winter Clothing for Women: Fulfill Elizabeth's request #18, which is to deliver a bouquet of roses to her.
To obtain them, go to Raffia at Port Island Station.

You must finish the previous three requests in the fusion series before you can proceed with this one.
Fusing Dominion or Throne with Black Frost is the simplest way to accomplish this.
You can introduce Titania to Matarukaja, as Black Frost is already familiar with it.

Women's Summer School Clothes

Fulfil Elizabeth's request #39.
Elizabeth is interested in hearing music exclusive to your high school.
To finish the request, go to the PA room next to Class 2F and bring the music back to her.
Summer Clothing
Complete Elizabeth's request #42, which is to feed the cat with the male summer garb.
The cat is located on the borders of Port Island Station.
Bring some cat food from Paulownia Mall's pharmacy.
Give it food for several days till it gets well.
The protagonist wears this ensemble as the Crew Neck T-Shirt.
Summer Clothing for Women Fulfil request #63 from Elizabeth, which calls for fusing Rangda at level 54 or above.
Create Rangda by combining Hanuman and Nagaraja.

Maid Clothes

Mitsuru's Maid Clothes fulfills Elizabeth's request #35, which is to combine the Ailao skill with Mothman.
In the event that you lack a skill card, you can:
In order to create Queen Medb, Jack-o'-Lantern (who is skilled) fuses with King Frost.
Transfer the ability.
To obtain Mothman, fuse Queen Medb with Matador (be sure to pass along the skill).
Complete Elizabeth's request to fuse a persona at level 23 or higher if you don't have King Frost. You can merge King Frost with the Sugar Key that she will give you.
Yukari's Maid Clothes: Finish cleaning the loo at Port Island Station (above the movie theatre) per Elizabeth's request #92.
Aigis and Fuuka's Maid Dress
Fuse Alice (a unique fusion) is request #86.
Water the flowers on the rooftop of Gekkoukan High, per request #93.

Swimwear

Makoto's Blue Shorts: Fulfill Elizabeth's request #72, which calls for combining Regenerate 3 and Daisoujou.

After beating the second boss, Shinjiro's bi-colored shorts can be found on Floor 143 in the Monad Passage.
On Floor 171, defeat the second boss in the Monad Passage wearing Junpei's Red Shorts.
You can find Akihiko's Blue Swimwear on Floor 197, near the end of the Monad Passage.
Ken's striped wetsuit was discovered in a chest on Floor 225 of the Monad Passage.
Complete Elizabeth's request #54 (try 100 shrine visits; however, you only need to make an offering on three separate days) using Fuuka's Lime Swimwear.
Complete Elizabeth's request #71 (Fuse Siegfried with Endure) with Aigis' Sky Sundress.
Yukari's pink bikini was discovered on Floor 117 of the Monad Passage following her victory over Iron Dice in the Block Silence.
The Monad Passage on Floor 255 is where you may find Mitsuru's stylish bikini.

Armor

Battle Pants: Requires three Twilight Fragments located in a chest on Floor 91 of Tartarus.
Floor 112 is where you can get Mitsuru's sexy armor (three Twilight fragments are needed).
Floor 172 of Tartarus is home to Fuuka's Alluring Armour, which requires three Twilight Fragments to access.
