Pokémon FireRed and LeafGreen Guide | How to Catch Lugia and Shiny Lugia
A quick guide to reaching Lugia at Navel Rock and resetting for its shiny form.

To encounter Lugia in Pokémon FireRed and Pokémon LeafGreen, you first need access to the Rainbow Pass and the MysticTicket. The MysticTicket appears after you beat the Elite Four and enter the Hall of Fame. For the Rainbow Pass, you need to collect the Ruby on One Island and give it to Celio. He then upgrades your Tri-Pass into the Rainbow Pass.
Before heading out, make sure you are prepared. Bring plenty of Ultra Balls, enough healing items, a Pokémon with False Swipe, and another Pokémon with a status move like Sleep or Paralysis. Once that is done, you are ready to go after Lugia.
Where to Find Lugia
Go to Vermilion City and use the Seagallop Ferry to travel to Navel Rock. This is where Lugia can be found, and it is also where you can shiny hunt it.
The shiny odds here are full odds, which means 1 in 8,192. There is no method in this game that raises those odds, so this hunt can take time.

How to Reach Lugia at Navel Rock
Once you enter Navel Rock, start going down the ladder in front of you. Keep moving forward. At one point, there will be paths to the left and right, but they lead only to dead ends, so ignore them and continue the correct route.
There are many ladders on the way down. You will keep descending deeper into Navel Rock for quite a while before finally reaching the bottom area. This lower section is where Lugia waits.
One useful part of this trip is that there are no wild Pokémon in this area, so you do not need Max Repels.

How to Shiny Hunt Lugia
When you reach Lugia, save the game right in front of it. This is the key step for shiny hunting. Start the encounter and check whether Lugia is shiny. If it is not, reset the game and try again.
The guide route shown in the attachment uses X + Y + A + B to quickly soft reset and return to the title screen. After loading back in, interact with Lugia again to roll a new encounter.

If you do not care about getting the shiny version, you can simply catch the regular Lugia from that first battle and stop there.
