In Romancing SaGa 2, there are a few different lores of magic. These are separated into different schools. Each belongs to a certain element type, and as you play the game, you will gain an affinity for these elements, which in turn will unlock new spells.

Certain spells have to be learned from special spell tomes. These can be found in hidden chests around the map. To synthesize spells, you need to get the Research Institute to Level 2. To do so, you need 1,000,000 coins.

Spell Locations

Book of Light & Water I: Found in the Nazelle Strait, near the exit of the strait. It contains the Diamond Dust spell.
Book of Light & Water II: Contains the spell Prism Light. It is found south of the save location. To go to the elevated area, you need to climb a fallen tree. You'll find the tome up the tree.
Book of Light & Wind I: It contains the spell Faerie Glow. You'll find it when returning from the mountain during the mountain quest in Toba.
Book of Light & Wind II: The Solar Wind spell, found in the western part of the Melu desert.
Book of Light & Wind III: One of the only healing spells, Restoration, is found in this. You'll get it after defeating the Giant of the Gelid Ruins.
Book of Light & Fire I: The Saint Fire spell. You'll get this near the end of Cape Chalier. You need to go through the ledge and go past a small section.
Book of Light & Fire II: The Crimson Fire spell is found after defeating the dragon in the Nival Ruins.
Book of Light & Fire III: This is found in section Grand Tower 2F in Castle Hakuro. It has the flashfire spell. After a certain point, you won't be able to return to this place, so grab it when you first go here.
Book of Light & Earth I: Contains the Arc Thunder spell. You will find the chest inside the Messina Mine. You have to get it as soon as you can since if you wait too long, you will not be able to enter the mine.
Book of Light & Earth II: Contains the Light Wall spell. It is found in the Avalon Gardens once it is fully leveled up. You need to reach level 16 before the Final Emperor.
Book of Fire & Earth I: Contains the Fire Wall spell, found near the central area of the Steppe map.
Book of Fire & Earth II: Contains the spell Heat Hands. Also found in the steppe, in 2F of the Landship Fortress. Be careful to not miss this, as once you clear the Landship Fortress, you will not be able to re-enter and get missed loot.
Book of Fire & Wind I: This contains the Heatwave spell. It's actually pretty easy to find. Go to the second floor of the university, near the back northeast room, where you find Mr. S.
Book of Fire & Wind II: Firestorm. This is given to you after defeating the main boss of the Torrid Ruins.
Book of Water & Wind I: You gain the Cyclone Squeeze spell from this. To use it, you need to go back into the Gemstone Mines and go to the northeast corner of the map, in the first area.
Book of Water & Wind II: Contains the spell Call Lightning. You will find it in the Floating Castle, in 1F. Similar to the Landship, you cannot re-enter the location once it is completed.
Book of Water & Earth I: Contains the spell Elixer. This is found in the Sunken Tower, where you find the Water Dragons. The chest is near the northeast corner of the room.
Book of Water & Earth II: Contains the Dragon Pulse spell. You find it in the Wandering Lake Ruins right before you fight off Noel.
