Total War: Three Kingdoms rewards careful economic planning, and you can explode your treasury by stacking Commerce, Industry, and sellable Food. The AI constantly needs Food, so you can trade it for Gold throughout the campaign. 

This guide compresses a reliable build order and key faction nuances so you can stabilize Public Order, squash Corruption, and scale income quickly on any difficulty.

Core Income Template

In most commanderies, mix Industry and Commerce for dependable money. If you have a coast, open with the Port chain and aim for Spice Trading Port to leverage strong % Commerce scaling; the Grand Trading Port branch is only superior for Sun Jian due to faction bonuses. 

Add State Workshop into Grand Treasury Mint early because the –15% Adjacent Corruption accelerates growth across nearby commanderies. Pair this with an Inn into Grand Tea House to raise base Commerce before layering more percentage boosts. 

Slot Private Workshop into Master Lacquerware Artisans to amplify both Industry and Commerce, then use the Confucian Temple for orders, plus all-source income. Finish with the Administration Office in the Office for Archives and Seals to push Corruption toward zero. 

In landlocked provinces, a flexible sixth slot, such as Marketplace (especially the Silk branch if you have Silk), a School, a strong Unique Building, or Military Forces for Ancillaries, keeps scaling smoothly.

Food Provinces

Green-resource provinces shine as Food engines. Sit at the City tier to keep Food upkeep manageable while running Land Development into Magnate Estates and Government Support into Winnowing and Machine Workshop. 

Add Confucian Temple for stability and extra income. Coastal Food hubs still want Jetties into Spice Trading Port for the faction-wide spice bonus, unless you urgently need the Grand Fishing Port branch. Expect roughly 40–60 Food and about 1,000 Gold from a mature Food province; then sell surplus Food through Diplomacy to fund rapid expansion.

Mixed and Red Provinces

If a commandery blends green with blue or purple resources beyond the main-city Port, treat it like a money province and follow the core template. If a red resource does not contribute income, pivot that province toward Food or lean into whichever secondary buildings yield Commerce or Industry.

Resource Branch Picks That Print Money

Take Copper Coin Mint for Copper because –4% Corruption faction-wide is invaluable. Choose the income-heavy Iron Craftwork Town for Iron. Prefer Jade Trading Town for Jade since Commerce multipliers and Trade Influence outscale the Industry path. 

Build Grand Tea Plantation for Tea to maximize raw returns. Push Industrial Tool Manufacturer for Tools. For Fishing, use the Food branch in food hubs and the income branch in blue-purple provinces. When available, favor Spice Trading Port City for trade settlements to benefit from +50% Spice Income faction-wide.

Corruption And Adjacency

Corruption caps at ninety percent, but stacking reductions collapses it. The effective Corruption equals base corruption times one minus your summed reductions, so overlapping auras matter. 

Place Grand Treasury Mints and Office for Archives and Seals to blanket your empire, and build Grand State Workshop and Marketplace or Market-Wharf on commandery corners to avoid redundant overlap while spawning Industrialists and Entrepreneurs. 

Note that the Silk branch of Marketplace does not spawn Entrepreneurs, so place a standard market somewhere if you need that character type.

Unique Buildings And Faction Notes

Unique structures shift priorities without breaking the template. Cao Cao and Ma Teng gain Food from red-chain buildings that look weak for income yet feed excellent Food-for-Gold trades. Kong Rong’s School substitutes well for Grain Storage by providing flat income and order. 

Liu Bei benefits from a strong peasantry-focused, unique post-Nanman update. Liu Biao effectively gets a free School when building an Inn. Sun Jian receives absurd Commerce from ports because of +25% Commerce Income per Port, so prioritize ports and their synergies. 

Yuan Shao and Gongsun Zhan can trade –20% Adjacent Corruption for Public Order via their Administration upgrades. Yuan Shu’s unique Administration is weaker, but his resource can provide up to +9 Public Order, rivaling a high-tier Grain Storage. 

Lu Bu’s red building is middling. Zhang Yan can leverage powerful mountain-only structures for Administrator Limit or Loot Income. Zheng Jiang’s uniqueness is highly situational and rarely beats the generic template.

Yellow Turbans, Bandits, And Nanman

Yellow Turbans use color-coded chains that make planning simple. Stack Manufacturing, Artisan, Labor Housing, Headquarters, Temples, and Schools according to province color, and remember that Yellow Turbans can run unusually profitable green provinces, so do not shy away from Food economies. 

Bandits make most of their money from side settlements; spam Black Market for +50% Banditry Income, keep the main City lean, and briefly upgrade to unlock side-building caps before downgrading to City to save upkeep. 

Nanman relies on reforms to unlock stronger lines; build whatever the tree allows that boosts Income, Food, and Public Order, and fill gaps with frontier replenishment where the terrain demands it.

Practical Priorities

Expand Food capacity before pushing multiple Large Regional Cities or Imperial Cities, as each jump devours Food. Upgrade flat-income tiers like State Workshop early because percentage modifiers scale better once base numbers are high. 

Use the Confucian Temple to cover rising Public Order penalties as populations pass thresholds near 1.3 to 2.1 million, and only add dedicated order buildings if reforms and temples cannot keep up. 

Keep one or two recruitment-friendly frontier provinces with Garrison, Conscription, Military Forces, and Grain Storage for convenience, while the rest of your map follows the income or food templates that power your war machine.
