Every commandery in Total War: Three Kingdoms is different. Some lands are rich in fertility and naturally grow crops and peasantry income, while others mine metal, chop wood, drive commerce, or simply provide a unique trade good. 

They are all different, so what you build should be all different too. You can tailor building to make the most money, keep the peace, and grow a healthy economy across your realm by learning about things like local fertility, native resources, and corruption pressure.

Understanding Fertility And Local Strengths

If a land is high in fertility, it increases food production and peasant income by 25%. These commanderies often already feature sources of food production and peasant income, but not always. If a land is low in fertility, it decreases peasantry income by 25% but does not reduce food production. 

These places tend not to have strong peasant income naturally, though exceptions exist. Because some commanderies produce food, some commerce, some peasantry, some industry, and some none of these, while granting access to a trade good, you should build according to what each land already favors.

Commerce And Industry Commanderies

When a commandery leans toward commerce or industry, you should focus on structures that amplify those incomes while suppressing corruption. Build a Grand Guest House from the Inn chain to improve commerce throughput and tourism. 

Add a Silk Expedition Trading Post from the Marketplace chain to boost commerce networks further. To defeat corruption while growing industrial power, construct an Office for Archives and Seals from the Administration Office chain and a Grand State Workshop from the State Workshop chain.

Round out the industrial base with Master Lacquerware Artisans from the Private Workshop chain to elevate output. Together, these buildings create a stable, high-yield commandery where commerce and industry can flourish without being eroded by corruption.

Peasantry And Food-Focused Commanderies

If the commandery’s strength is peasantry and food, you should decide whether the priority is more food production or more money at the cost of food. To maximize food, construct Magnate Estates from Land Development and the Winnowing Machine Workshop from Government Support. 

If you prefer a higher income and can afford to sacrifice food, build the Livestock Market Of The Commandery Capital from Land Development alongside Grand Irrigation Canals from Government Support. 

In either case, support peasantry economies with an Office For Archives And Seals from the Administration Office chain, a Province Administration Of Han Empire from Tax Collection, and a Grand Temple Of Confucius from Confucian Temples to maximize peasantry revenue and, where relevant, food production.

Interim Choices When Reforms Are Limited

You cannot always construct the ideal corruption-reducing buildings early due to reform restrictions. In those cases, you should build a Grand Treasury Mint from the State Workshop chain instead of an Office for Archives and Seals from the Administration Office chain until the necessary reform is unlocked. 

Because corruption can silently kill an economy, prioritizing any available anti-corruption infrastructure early prevents revenue collapse and keeps development on schedule.

Practical Planning For Mixed Provinces

Because no two commanderies are the same, begin by checking fertility, natural outputs, and any special resource buildings. If fertility is low, avoid stacking peasantry income or population growth structures and instead lean into the extra buildings that match local strengths.

If fertility is high, consider a blend of food production, peasantry income, and population growth as long as it complements the commandery’s unique assets. If fertility is neutral or there is no clear agricultural advantage, build entirely around the extra buildings present. 

By matching construction to each commandery’s inherent advantages and backing it with corruption control, you ensure every province pulls its weight and your economy scales cleanly into the late game.
