Reaching the Second Floor

His side quest doesn't open up right away. You need to reach the second floor during the main story before it becomes available at all, so there's no way to recruit him earlier no matter how thoroughly you explore floor one.

Unlocking His Quest Chain

Once you're on the second floor, make it a habit to fully clear each area and check for collectibles as you go through the main story missions. Doing this is what unlocks his quest chain, so skipping around or rushing through missions could mean missing the trigger entirely.
