GTA 6 Leak Reveals Cut Liberty City and Agent Trevor DLC Plans
A 192GB data dump shows Rockstar once planned far more for its 2013 game, and some of those ideas may have carried over to what comes next.

More GTA 6 leaks have surfaced, and this batch has a lot to unpack. A large data dump includes what looks like an outline of Liberty City, along with assets from a canceled Agent Trevor DLC meant for GTA V. Before getting into the new material, it helps to know how the earlier leaks played out, because their story is strange. About a month ago, you likely saw the flood of videos floating around everywhere.
The discussion was on everybody's lips for several days, circulating across social networks and sparking countless fan discussions. Since then, things have settled down because the people responsible don't want to risk Rockstar's lawyers. Then there are the infamous 2022 leaks, from about four or five years ago.

The set came out very early in development, and the best-known piece was the Waffle House leak.
It showed Jason and Lucia robbing a restaurant. The person who got hold of that material tried to blackmail Rockstar for millions of dollars, offering to hand everything back in exchange for cash. The studio refused to pay, and they eventually caught him. He went to jail, and he may still be there or out on probation by now. It reads like a GTA mission, but it really happened.
The story gets stranger. While he was in custody, he had a cell phone and used it to message someone outside. He asked that person whether the GTA 6 source code had ever leaked, and the answer was no. He said he was surprised, since he had the source code himself and another person he worked with did too, yet it never came out.
That brings you to the new material. Around 192 gigabytes of GTA V and GTA 6 content have made their way online, and Liberty City is just one piece. The files also hold assets from that canceled expansion. The documents are now under analysis, with more revelations popping up online. With a 192-gigabyte dump, expect more in the coming days.
The first thing to come out of the files is a set of screenshots of assets from an early build of Leonida, the fictional version of Florida. They show how early this material is. Some rumors say the screenshots date back to 2015, which would mean Rockstar had a concept for the GTA 6 map just two years after GTA V launched.
Next up is a file named DLC_Liberty_game.151.rel.
Anyone who has modded the game will tell you that files like this hold data for zones on the map, specifically where certain audio plays. When loaded into CodeWalker, the game's map editor, the audio zones used for shorelines could be isolated.
CodeWalker then displayed a full outline of the expansion map that looks like it was meant to arrive in GTA V as DLC. The outline shows where the map edges were and how large it would have been, and it looks bigger than the city in GTA IV.

Inside CodeWalker, the XML file lists a zone named AZ_DLC_LIB_NEW_TERRAIN_TEST, which supports the idea that the studio planned to expand the city as part of this DLC. A terrain test file also turned up in the same archive. Many of these files have only just become public, even though the leak itself happened a while ago, and they include more proof and a few glimpses of the planned expansion.
The studio may have held this back because it wanted to use the idea in GTA 6 instead, most likely as DLC. People have known for years that the developer wanted to bring the city to its older game, and leaked staff images showed it running inside that game.
What gamers actually got was a fan-made mod, which Take-Two eventually shut down.
The leak also contains some very early dialogue between Michael and Tracey arguing about the TV. It sounds like a rough draft of the scene from the mission "Friend Request." It is a small find next to the map data, but it shows how rough some scenes were.
Here is why this matters for GTA 6. After the 2022 leaks, a few rumors started going around. One said the game was originally called Project Americas, or something close to it, and that it would include Leonida, part of South America, and Liberty City. That was part of the talk from the very beginning.
The first official trailer for GTA 6 never showed the wider scope that Project Americas suggested. It did give you some background on Lucia, and rumors soon spread that she comes from that city. Many people assumed the game would open in the city with a linear prologue mission, similar to the North Yankton setup in the previous game, before moving down to Leonida.
Another option, based on what you already know about the two leads, is this: Jason served in the military, and Lucia is from the city where GTA IV took place. That points to at least one mission working as a flashback to Jason's time in the service, and possibly one showing Lucia back home.

It may also be why the expansion was shelved back then, since the studio might have wanted the city in this game and could eventually bring it into GTA Online as well. Here's one more idea, and it is pure speculation. When the next version of GTA Online rolls out, it could eventually include the map from the previous game as well, so you might be able to fly between the two.
Merging both cities into Online may still be years away.
It probably wouldn't happen at launch, but it could come later. If the city gets added on top of that, you could end up with three major maps in Online. Nothing confirms any of this, but it fits the direction of these assets. The data also shows a canceled single-player expansion titled Agent Trevor. Assets include a spaceship interior with a spacesuit and Franklin in an upscale mansion with a massive underground bunker.
Some of the mission names were also shared on social media. Dialogue for the original Option A ending of the main story also leaked. In it, Trevor was going to crash into a tank of liquid nitrogen instead of an oil tanker, which would have frozen him before he shattered. That is quite different from the final ending.
Brucie Kibbutz from GTA IV was also meant to show up and have missions with Franklin in the single-player story. Some cut dialogue between the two surfaced in the leak, showing he was planned for inclusion. That's another sign the plans were bigger than what shipped.
What stands out is how much was clearly planned for the game beyond what shipped. A large content pipeline included several DLCs, and the city expansion was one of them. Looking at the different concepts on that list, it seems some of them were redirected into GTA 6.
Scrapped plans suggest Rockstar once imagined an even bigger open world.

Unless the studio was considering multiple huge map expansions, such as one for that city and another for Vice City, with players traveling between regions, it may have realized the scope was too big and decided to save those assets for a future title.
Taken together, the findings around the city are the most interesting part of this batch, especially next to the backstory for the two leads, the chance of flashback missions in other locations, and the early concept built around Project Americas.
New information and files keep surfacing almost every day, so GTA 6 news is moving fast, and more is likely to come. Whether the city ends up in GTA 6 is still unclear, but the rest of those 192 gigabytes may settle it, and the answer could also shape what happens with GTA Online later on.
