Here's a guide on how to get Good Weapons and Gear early on in The Elder Scrolls IV: Oblivion Remastered.

To get started in The Elder Scrolls IV: Oblivion Remastered, you'll want to get some weapons and gear to kill and defend against the hostile mobs as quickly as possible.
Fin Gleam Helm
First, for the unique Fin Gleam Helm, as soon as you escape from the Imperial Prison Sewer, you can take out your map and fast-travel to the Anvil Lighthouse in the far southwest. Then, go west along the shore, eventually reaching a small unmarked island.
There is no spot specifically marked where you need to drop down into the water, but use this guide as a reference to what your surroundings should look like. It is just a short distance to the west of the island.
Save your game if you can't find the helm, and then dive into the water. There'll be a skeleton between two boulders on the bottom of the ocean. The Fin Gleam Helm will be nearby.
Once you pick it up, go into your inventory and put it on, as it is enchanted with Water Breathing, which will prevent you from drowning. It also comes with Nighteye and Detect Life enchantments, which are helpful for underwater and night or low-light environments.
Sadly, the Nighteye enchantment does not come with an off switch, and you will get tired of being on in the daytime. Creating a shortcut for using the Fin Gleam Helm and your helmet choice is nice. You can switch back and forth between the two depending on the circumstances you're in.
Iron Armour and Claymore
To get the Iron Armour and Claymore, both of which will be great, you'll need to go to Vilverin. Both can be found in Vilverin, a dungeon you can locate north and east of the Imperial Prison Sewer, where you break out at the beginning of the game.
When you arrive, you will need to battle through some bandits and traps all the way down to the main chamber. To the right of the center pillar, you can locate the Iron Claymore, Cuirass, and Boots on top of a wooden crate.
