The Welcome Amiibo update for Animal Crossing: New Leaf was the first to include these cards, which feature designs of villagers inspired by Sanrio characters. They are also compatible, to a lesser extent, with New Horizons!
Methods for Acquiring Sanrio Posters in Animal Crossing: New Horizons
Visit Harvey's Island and scan the amiibo card of the matching character into your Nintendo Switch to unlock the Sanrio Posters and all other amiibo posters. Touching the Right Control Stick on Joy-Cons and the Nintendo Switch Lite or tapping the Nintendo Switch logo on the Pro Controller will scan Amiibo figures and cards.
Visit the airport and ask to talk with Wilbur at the ticket counter about getting to Harvey's Island. When you choose your vacation spot, Harvey's Island is an option! Keep in mind that this option won't show up until you've spoken to Harvey on your own island.
After you've scanned the matching character at Harvey's Island to unlock a Sanrio poster, you can order a copy from the Nook Shopping menu at the Nook Stop terminal inside Resident Services or, if you've unlocked the app on your NookPhone, at any time.
Nook Shopping's Special Goods section now has a new tab where you may find the posters, apart from the usual item catalog. You can use the Search option to find and rearrange amiibo posters that you "catalog" from another player. This might have been a mistake and will be addressed in an upcoming version.
On the other hand, you could always ask a friend who has the amiibo cards scanned to get you a Sanrio poster to trade! If you buy the poster through Nook Shopping and use the "Order As Gift" feature, they will even mail you the item.
One interesting fact is that these poster designs were actually part of the artwork for the Sanrio Amiibo Cards packaging when Animal Crossing: New Leaf was first published in Japan! The posters awkwardly feature elements—like the Kapp'n special character—that aren't even in New Horizons. That's why.
Characters from Sanrio's Village in Animal Crossing: New Expeditions
There are currently no Sanrio Amiibo cards available in Animal Crossing: New Horizons, but there were certain villagers introduced in Animal Crossing: New Leaf that were inspired by Sanrio. Aside from the posters described before, there is no content available for these characters or amiibo cards.
Nevertheless, last year's event also featured the Sanrio villagers in Animal Crossing: Pocket Camp for Cellphones.
It would be understandable if the Sanrio villagers were passed over for initial release and would be included later, considering that Animal Crossing: New Horizons is now lacking in many other anticipated features. We can only hope that these will be added in future content releases.
That the posters were included show that Nintendo still has the rights to include Sanrio content in Animal Crossing: New Horizons, which is significant because it leaves the possibility that those residents may also be brought in.

Since they went out of print a long time ago, Sanrio Animal Crossing Amiibo Cards are nearly impossible to obtain in pristine condition for a price that anyone can afford.
