In Anno 117: Pax Romana, specialists play a role in how you manage and improve your cities. You use them to apply bonuses that affect health, fire safety, military units, prestige, and other systems tied to governance.
Specialists exist in different rarity tiers, from common to legendary, and higher tiers provide increased effects. Learning how to use specialists helps you make decisions that shape how each island functions.

What Specialists Are
Specialists function as cards that you assign to specific buildings. You can slot them into a Villa or an Officium, and once placed, they apply their effects to buildings within their radius.
They require no maintenance and can be moved between islands at any time. You will always get one specialist through in-game quests as part of normal progression in Anno 117: Pax Romana.
Specialist Roles And Effects
Each specialist focuses on a category such as Economic, Military, Research, or another system tied to city management. Their effects scale with the number of buildings within their area of influence.

Consequently, city layout plays a direct role in how effective a specialist becomes. To make full use of them, place your Villa and Officium in areas with high building density.
Some specialists apply effects that directly change production or population values. For example, Brutus Julius Lupus increases workforce output for all residents within range. Effects like this apply automatically as long as the specialist remains slotted.
Moving And Managing Specialists
You can move specialists between a Villa and an Officium to apply their effects to different sections of an island in Anno 117: Pax Romana.
You can also transfer them between islands across your empire. This requires attention in larger cities, where repositioning specialists may be needed to support evolving layouts or the development of new districts.

How To Get Specialists
You can get specialists in three ways: trading, research, and quests. Trading is done through trading posts on other players’ islands, though trades do not always yield a specialist in Anno 117: Pax Romana.
You can also complete contracts through player lighthouses, which may reward a specialist upon completion. Some quests offer specialists as direct rewards, and as you progress and build relationships with other players or the Emperor, you gain access to quests that provide higher-tier specialists.
