In Anno 117: Pax Romana, your expansion across Albion and Latium depends on steady decisions, careful planning, and the ability to keep your forces ready on both land and sea.

Establishing Naval Production

To begin forming naval troops, you must construct a Shipyard. This becomes available in the Harbour Build menu once your island contains enough Plebian and Liberati residents in Anno 117: Pax Romana.

You must first secure the basic structure of your settlement before expanding across the water. As you progress, you should invest in Research to unlock naval and military Discoveries, which support long-term growth and strengthen your forces.

Ships and Their Roles

After the Shipyard is established, you can create ships for transport or naval conflict. Civilian vessels transport goods and personnel, whereas Legio vessels support maritime warfare. 

Ships fall into three groups: the Penteconter, the Trireme, and the Quinquireme, the last of which becomes available through Research. Larger vessels can accept more modifications and carry more cargo or troops.

Constructing ships requires money and resources such as Rope and Sails, which unlock alongside the Shipyard in Anno 117: Pax Romana.

These resources can be used for construction or traded with other islands. You may also purchase vessels from allies; however, this approach is costly, offers limited selection, and prevents you from modifying the purchased ships. Building your own fleet provides greater control over performance and purpose.

Assigning Ship Modules

Before selecting a vessel to build, you must determine which modules support its intended task. For ships meant for conflict, you add offensive and defensive components in Anno 117: Pax Romana.

Ship Oars increase maneuverability and reduce dependence on wind while requiring more workforce. A ship mast increases maximum speed when sailing with the wind and requires crew support. Ship Hull strengthens the vessel. 

Ship Archers enable ship-to-ship conflict and require a workforce. The Ship Scorpion supports both land and sea assaults and requires a crew. Choosing the right combination shapes how the vessel operates in the field.

Commanding Naval Forces

You can select ships individually or highlight your fleet to command several at once. Once selected, you can direct them to engage enemy vessels, trade with other islands, or transport land troops to assault a rival Villa in Anno 117: Pax Romana.

Each ship also includes stance options that affect its response to danger. You may select Aggressive if you want the vessel to break from orders and attack nearby enemies. Disciplined ensures the vessel follows commands without deviation. 

Evasive instructs the vessel to withdraw when attacked. These stances allow you to coordinate your fleet according to the situation and the outcome you aim to achieve.
