In Going Medieval, some settlers arrive at your village in Chains. This happens when someone shows up fleeing captivity, and they come to you still shackled. While those Chains are on, the settler carries a constant mood penalty of -15. The game doesn't explain how to get them off, but it's not hard once you know where to look.

How to Remove The Chains
Click on the chained settler to open their information panel in the bottom right of the screen. Go to the bag icon to open their inventory. Four slots down you'll find the Chains listed there. Next to them is a down arrow. Click that to force drop the Chains. The settler will drop them on the ground and the debuff goes away.
After that, make sure your other settlers can't pick the Chains up. If you have apparel settings set to All, a settler might walk over and put them on without you noticing. The Chained debuff should clear up within a few minutes once they're off. Your new arrival will also likely need time to recover, so set Convalesce to a high priority in the orders menu and have another settler see to their health.

What to Do With The Chains After
Once the Chains are on the ground, don't just leave them there. Take them to the Blacksmith's Forge, which you can unlock through research, and set up a dismantle order. The Forge lets you break down metal items, including Chains, and pull usable materials out of them. It's a way to get something out of what would otherwise just sit on the floor.
The same method works for weapons and armor dropped by attackers after a raid. Instead of letting that pile of metal go to waste, run it through the Forge and turn it into something useful.
