If you have purchased a shopkeeper's entire inventory in The Elder Scrolls IV: Oblivion Remastered, like alcohol, potions, or cheap items such as lettuce, you can restock their entire inventory using a specific way and get them to restock. This will help you purchase ingredients, consumables, or other re-stockable materials.

Leaving the Area

First, leave the shop location that you are in. If the shopkeeper is in a building, leave the building first before you move on to the next step. You don't need to worry about this step if you are already in the open world. Remember that you can't fast travel when you are inside the building, so make sure you are outside before moving on to the next step.

Fast Travel and Wait

Fast travel to a place with a bed or where you can wait. One good early-game choice is the Roxey Inn, where you can spend 10 gold coins to sleep in a bed. You must wait using the corresponding button if you don't have a bed. 

You can hit T if you're on PC to pop up the wait menu. Or you can bring up the map and access the wait from there. Either way, be sure to wait somewhere besides in front of the shop you need to restock.

You must wait three full in-game hours in The Elder Scrolls IV: Oblivion Remastered. Don't return to the area where the merchant is located during these three days of waiting. If you return to the shop before three days have passed—or even halfway through any of the three days—the shop will not be restocked.

Return to the Shop

After three days of doing the previous steps correctly, return to the shopkeeper you wanted to restock. Go inside the shop and interact with the shopkeeper in The Elder Scrolls IV: Oblivion Remastered.

When you visit the barter menu, you will see that their stock has been replenished. Everything you purchased previously—apples, cheese, carrots, etc.—will now be available. This is not only for the particular store you visited, but all stores in that region.
