Getting Fluff and Paper in Pokémon Pokopia is not too hard once you know where to go. Fluff is the easy one. The paper takes a few more steps and also requires a certain rank before you can get started. If you are trying to gather both items for crafting or quests, the fastest way is to collect them in the right order and use the right Pokémon ability.
How to Get Fluff
Fluff is very easy to get. Go to Bleak Beach and check your map for Wooloo. Wooloo drops Fluff because of its Litter ability. That means you do not need to do anything complicated here. Just return to the area from time to time and collect the Fluff that appears.
This is one of the simplest material farms in the game, so once you know the spot, it becomes a very easy pickup whenever you need more.

How to Unlock Paper
Getting Paper is a little more involved. First, you need to unlock Ultra Rank. To do that, you need to clear the first three islands and then head to the next island area. The location you need is Sparkling Skylands.
Once you reach Sparkling Skylands, look for Waste Paper. This is the item you actually collect first. You do not find ready-made Paper here. Instead, you gather Waste Paper and then turn it into Paper later.
Where to Find Waste Paper
In Sparkling Skylands, look for Scrap Blocks. Break these blocks to get Waste Paper. This is the easiest way to gather the material you need. It is fairly common in that area, so you should be able to collect a decent amount without too much trouble.

How to Turn Waste Paper into Paper
After collecting Waste Paper, head back to Bleak Beach. Now you need a Pokémon with the Recycle ability. In this case, Trubbish is the easiest option. Once you find Trubbish, show it the Waste Paper and have it turn that material into Paper for you.
This is the full process. You do not pick up Paper directly in the wild. You collect Waste Paper first, then use Trubbish to recycle it into the final item.

The Fastest Route for Both Items
A good shortcut is to collect the Waste Paper first, then go back to the area where Trubbish is already present.

This is useful because Trubbish and Mareep can be in the same place, saving time and giving you better value from the trip.
