It takes a little while to wake up Snorlax in Pokémon Pokopia. This is one of those jobs that takes time and only makes sense once you know what the area needs. The point of Poke Pier is not just to throw things in there. You need to make the area brighter, make sure your lights are working right, and keep up with the tasks that go with it.
Once everything is set up the right way, you can move the quest forward and eventually get Pikachu to appear.
How to Wake Up Snorlax in Poke Pier
To wake Snorlax in Poke Pier, you need to do several things at once. The most important step is installing many lights around the area. These can be made with Glow Mushrooms and similar materials. They spread easily, making them a good way to raise light levels in the zone.
It also helps to use plenty of wires that power your light sources. This is where Utility Poles become useful. By placing them around the area, you can connect more lights and brighten a much larger area of Poke Pier.

Spread Lights Across the Whole Area
One big mistake is putting all your lights in one place. That does not work well here. The game seems to count each light source individually, so it is better to spread them across different dark spots. Try to cover as many shadowy areas as possible instead of stacking everything in one corner.
This works much like the earlier water-and-humidity setup. The area needs balanced coverage. A tight cluster of lights will not do the job on its own.

Check the Mosslax Requests
Like other questlines, this one also depends on doing side quests. When you reach Mosslax, open your Pokédex menu and go to Requests. Once Mosslax is there, you can click on it and see which Pokémon have quests tied to it.
This is an important step because it tells you what still needs to be done. The process is slow, so it may take some time for everything to line up.

What Happens After the Setup Works
After you keep the lights spread out, finish the needed side quests, and continue improving the area, the quest will finally move forward. It does not happen right away, so some waiting and extra setup may still be needed.
Keep at it, and eventually Pikachu will appear. That is the sign that you can advance the Snorlax quest.
