After the Tea Party quest, you must decide whether to pursue Otama. Although she may have questionable associations, she is not directly involved in the conflict or Naome's father's death. If you choose to assassinate her, you'll later uncover documents confirming her lack of direct involvement.

While she isn't entirely innocent, eliminating her is generally unnecessary—unless you're intentionally taking a more ruthless or morally ambiguous approach.

Confronting Wakasa
