Here’s how to solve the Clock Puzzle in Silent Hill 2.

The release of Silent Hill 2, a remake of their most famous horror game, marked the resurgence of Konami. This game is infamous for having obscure puzzles of all kinds, taking up a chunk of time during gameplay, and at times, the Silent Hill 2 remake overflows with them. You most likely remember the Coin Puzzle and the Clock Puzzle since these are fun puzzles to solve. This guide, in particular, will show you how you can solve the Clock Puzzle.
Once you’ve taken the liberty to explore Blue Creeks Apartments, you’ll discover the Clock Puzzle in Room 212. A hint about the position of the clock hands is scribbled on the wall on your left, and the note opposite the table will also help you solve the puzzle. To unlock new doors in the complex, you’ll need to collect the hands of the clock, which then you’ll need to position accurately.
First, you’ll need to make your way inside Room 307, where you’ll see a radio dangling from the ceiling. Inside the radio, you can find the hour hand. To access it, look for a pipe valve in the room to the right. Then, enter the balcony outside of Room 307 and obtain the Apartment 306 Key within.
Use the key to unlock and enter Room 306 through the crawlspace next to the couch in Room 304. Take the valve from the pipe in the center room. Crawl back into the room with the pipe in Room 307 next to the Radio and attach the pipe to it to lower the contraption to get the hand.
To solve for the hour hand, you’ll need help from the riddle across the clock, it says:
“Henry fears Scott, he'll run from him and hide,
He's fled to the west, to the other side.”
From this, you can deduce that Henry is the hour hand, and West in the compass points to 9 o’clock. So, move the hour hand to 9. Once you've got the hour hand set correctly, a loud noise will play, unlocking the H Door on the same floor.
After you’ve entered the solution above, you'll be able to open the door that James marked "H" on his map. Go through that, then knock down the exposed wall in the kitchen. Go into the restroom three times, and you will find the Minute Hand.
Once you get the Minute Hand, the door that you had entered to find yourself in Apartment 210 will lock itself in your way. But due to the seesaw puzzle, you'll have an alternative exit route from there.
Upstairs, enter Apartment 209 to get a Figurine Part. Back outside, cross the seesaw, and enter Apartment 211 for a Wooden Swan Head. Step back because what you’re holding can be combined with this to make the final figurine. Head back across the seesaw for both to go inside. You will need to push the figurines around so that the seesaw is balanced exactly in the middle.
To do this, you should move the swan into the two left holes; underneath there, you should find the Winged Key. This unlocks the door next to the seesaw. The following room has a floor with a big hole. Jump down to reach the first floor of Blue Creeks Apartments. You leave Apartment 110 through that hole in the wall.
To activate the cutscene, head to Apartment 109 and enter either of its rooms. Grab the knife and key lying on the table, and head towards the hallway's end. After passing by Apartment 111, use the key on the door and head through the corridor on the other side. Notice the door with "S" carved on it. Continue down Apartment 101 to the stairwell. Go up the stairs, and you should be back on the second floor.
After your fact up, you can now solve for the minute hand. Fasten the minute hand of the clock and turn it to 2. You will immediately hear a loud noise indicating that Room 202, which was pointed out as M Door on your map, is now open.

Second Hand is in the bedroom through which you enter using the Combination Lock on Room 202; to get it, you’ll need to reach into a small hole in the wall that has green goo dripping down it and grab it.
Finally, after you've attached the Second Hand to the clock face, set it to 3. The puzzle will conclude when this opens a room on the first floor, labeled as S on the door, leading to a boss fight.
