You need to gather three specific pieces to unlock the Tadpole blueprint. Start from your Lifepod.
The first piece is located 195 degrees south. The second piece is 60 degrees northeast resting next to a water current. And the last piece is 15 degrees north of your Lifepod.

How to build the Tadpole
First, you have to build a Moonpool, Tadpole Dock and Vehicle Fabricator in Subnautica 2.
The Moonpool requires five Titanium. The Tadpole Dock requires two Titanium Ingots, one Silver Ingot, and two Copper Wire. The Vehicle Fabricator requires two Titanium Ingots, one Copper Ingot, and two Glass.
You will need a Processor to create these ingots. Each Titanium Ingot takes three Titanium, a Copper Ingot takes three Copper, and a Silver Ingot takes three Silver. When placing these structures, leave enough empty space on all sides of the Moonpool.
If the area is crowded, you will be unable to build your Tadpole. Place the Vehicle Fabricator on the other side of the pool to the Tadpole Dock.

Gathering Materials for the Tadpole
To craft the Tadpole at the Vehicle Fabricator, you need two Titanium Ingots, one Glass, one System Chip, and one Power Cell. You can make a System Chip with a Wiring Kit, which is Silver and Copper Wire, and two Quartz.
To make a Power Cell, you need a Salt, two Basic Batteries and a Strong Acid. Basic Batteries require Copper and Acidic Raion pouches. You can find Acidic Raion pouches near your Lifepod, by going southeast to the buildings or east to the coral in Subnautica 2.
These pouches grow back every five minutes. Travel east from your Lifepod to find wreckage where you can gather several Salt deposits. Use your Processor to craft Strong Acid from Necrolei Cyst.
Head north 345 degrees from your Lifepod and search for plants with purple tentacles to find Necrolei Cyst. You must use a Multi-tool to harvest them. Once you have gathered all these parts, combine them in the Vehicle Fabricator to complete your Tadpole.
